The US Internal Revenue Service (IRS) has appointed 18 new members to the Internal Revenue Service Advisory Council (IRSAC).  

The IRSAC, a platform established in 1953, facilitates dialogue between IRS officials and public representatives on various tax administration issues.  

The council provides the IRS feedback, observations, and recommendations. It will present its annual report to the agency during a public meeting in November 2025. 

To qualify, IRSAC members are required to undergo an IRS tax compliance check and an FBI fingerprint check as part of their vetting process.  

The IRSAC convenes in Washington, DC, holding approximately five two-day sessions each year.  

Leading the council for 2025 is president Christine Z. Freeland, CPA, based in Chandler, Arizona.

Freeland, with experience in volunteering tax services at various levels, has also served as president of the National Society of Accountants. 

In addition, Freeland has been a presenter at the IRS Nationwide Tax Forum and is actively involved with the Arizona Association of Accounting and Tax Professionals.  

She is also dedicated to educating professionals on ethics as per Circular 230 and participates in industry roundtables. 

The IRS aims to ensure that the IRSAC represents a cross-section of the taxpaying community, including tax professionals, businesses of all sizes, tax-exempt entities, government organisations, and those with interests in information reporting.  

The new appointees, including Grace Allison, Pablo Blank, Selvan Boominathan, Caroline Bruckner, Kendra Cooks and Rolanda Watson, among others, will serve three-year terms beginning in January 2025. 

Future nominations for the IRSAC will be accepted by the IRS in spring 2025, with the selected members commencing their term in January 2026.  

This announcement follows the December 2024 proposal by the US Treasury Department and the IRS, to modernise regulations governing tax professionals under Treasury Department Circular 230.
