The Comptroller and Auditor General (CAG) of India, Girish Chandra Murmu, has inaugurated the Local Governance Synergy Conclave to enhance local self-government accounting and decision-making.  

Organised by the Institute of Chartered Accountants of India (ICAI) through its Committee on Public and Government Financial Management, the conclave operates under the theme ‘Sakshat Bharat: An Initiative to Strengthen Local Self-Government Accounting’. 

The event gathered stakeholders from various government departments and agencies including the Office of the CAG, Ministry of Panchayati Raj, Ministry of Housing and Urban Affairs, and more. 

Principal secretaries, panchayat officers, state accountant generals and municipal commissioners were also in attendance. 

During the conclave, Murmu underscored the shortage of accounting officers at the local level and highlighted the partnership with ICAI to launch a Certificate Course for Accountants of Panchayats and Municipal Bodies.  

Girish Chandra Murmu said: “This synergy must continue to ensure sustainable growth and financial accountability across the country.”

CAG deputy Subir Mallick stressed the necessity for skilled accountants in rural areas. 

He noted that: “Many educated individuals are seeking employment but lack the necessary accounting training. Basic training through this course is crucial to bridge this gap.” 

The conclave also celebrated the achievements of the top performers from the first batch of the Certificate Course for Accountants of Panchayats and Municipal Bodies, with 84 students completing the programme.  

Discussions at the event covered financial reporting, management, auditing in local self-governments, and the role of digital tools in improving transparency and accountability.  

Approximately 400 participants from across India attended the conclave. 

On 9 August 2023, the ICAI signed a memorandum of understanding with the Office of the CAG to launch the Certificate Course on Audit Diwas. 

The course, organised by the Board of Local Audit and Compliance under the ICAI’s Accounting Research Foundation, is designed to ensure the availability of trained accounting personnel at local government levels, including in remote areas.  

Last month, ICAI established a group dedicated to addressing stress management and providing counselling services.
