Guyana Accountant General Jennifer Chapman has identified weaknesses in the nation’s public accounting system and emphasised the necessity for implementing corrective measures.  

This announcement was made during the handover of the 2023 Auditor General’s report on 23 September 2024, underscoring the urgency to ensure all public funds are properly accounted for. 

Chapman indicated that the Ministry of Finance is actively working on strategies to address the highlighted deficiencies, reported News Source Guyana. 

She stressed the importance of accountability in the management of public funds. 

Meanwhile, Parliamentary Public Accounts Committee chairman and opposition member of parliament Jermaine Figeuira, has urged for the report’s prompt public release.  

She intends for government expenditure to be publicly scrutinised.

Jennifer Chapman said: “This occasion ensures that we continue to strengthen accountability across the government agencies. The Auditor General’s report highlights to us our weaknesses within our accounting system.  

“However, those [are] weaknesses we use to ensure that we improve accountability and transparency across government. Public funds being spent, one of the pivotal and one of the characteristics of spending public funds is accountability and transparency.” 

National Assembly speaker Manzoor Nadir also acknowledged the role of accounting for public funds.  

He noted that while the Parliamentary Public Accounts Committee is challenged by infrequent meetings, several factors contribute to this issue, suggesting a more complex institutional challenge. 

Auditor General Deodat Sharma, in his statement, acknowledged the obstacles faced by the accounting system.  

However, he assured that his office continues to strive towards timely report production. 

The report highlights the government’s strategy to provide valuable insights into the management of public finances during the previous fiscal year.
